Can anyone explain progesterone levels with clomid when ttc?

hi heres whats going on.i had a tr in jan.since my progesterone was low so i am on my 7 mth clomid,past 2 150 mg,,i also had a hsg,and one tube was closed,but this past mth i had 2 fat follicles on the good side,my question,my progesterone came back 56,,far from the 10 and 11 i have been having,and af was due friday but today i took 2 prego test thinking i was having a BFP and was sadden my a negative,has this happened to anyone and does anyone know why the progesterone would be so high!!!!and why af hasnt arrived?
