When did Freedom of Speech start having limitations or exceptions?

As soon as Obama was elected , Eric Holder is pushing the broadcasters freedom act , of which i am opposed. Its just the fairness doctrine that has been re worded , which will effectively shut down talk radio as we know it . Without the second amendment all others including the first will fall by the wayside...
